Kate Middleton delivers first speech, but media focus on blue dress (+video)

Kate Middleton, Duchess of Cambridge, gave her first public speech at the Treehouse charity. But her sartorial selection was as big a story in Britain as her delivery.?

Kate Middleton, the Duchess of Cambridge, made her first public speech as a royal Monday in Ipswich at the opening of a facility called the Treehouse, part of East Anglia?s Children?s Hospices.

The hospice is one of several British charities or non profit groups, including the Scouts and the National Gallery, that the Dutchess has identified as the focus of her attention. ?

British media praised her speech Monday, for which the Duchess used notes but which she delivered slowly and clearly.?

??The Duchess of Cambridge looked calm and confident as she gave her first public address today,? Daily Mail writer Rebecca English wrote. ?Kate[?s] three-minute speech was faultless -? made with a slow but measured delivery.?

?The Telegraph noted that the Duchess ?appear[ed] understandably nervous at first,? but that she ?delivered her maiden speech slowly and carefully, sticking precisely to her script, without any ad-libs.?

It was reported that she?penned the speech herself.?

The speech made headlines in some British newspapers, including the Daily Mail and the Telegraph, for the dress the Duchess wore to the event, which reporters noted is one she bought in 2008 and appeared to be the same one worn by her mother in 2010 when Carole Middleton went to Ascot. The British media has been fascinated by Kate Middleton's, and her sister Pippa's, fashion choices.?

?During the Duchess?s speech, she said she regretted the absence of her husband, Prince William, who is finishing military training in the Falkland Islands.

??What you have all achieved here is extraordinary," the Duchess said during her speech. "You as a community have built the Treehouse -- a group of people who have made every effort to support and help each other.?

?She noted the support the Treehouse and other East Anglia Children?s Hospices (EACH) facilities offer for families.

??For many this is a home from home?- a?lifeline?enabling families to live as normally as possible during a very precious?period of?time,? the Duchess said.

The Duchess is the royal patron of the Hospices, which helps families with children who have a life-endangering sickness. The organization provides therapy for the children, support for parents and family members and other services, offered at their centers or in the family?s home. The Treehouse will be the service center for Suffolk and Essex.

During her visit, she received a tour of the building and met children and their families who receive services from EACH, including 10-year-old Bethany Woods, who has been diagnosed with muscular dystrophy. Woods performed the song ?Rainbow Connection? for the Duchess, who congratulated Woods after her rendition, according to the Daily Mail.

?A reception was held for EACH staff members and those who have supported the organization. According to the Daily Mail, the Duchess told another person attending the reception, ?I find doing speeches nerve-wracking.?

?She also planted a tree at the facility in commemoration of her visit.

The Duchess has been the royal patron of EACH since January and is also a supporter of the Scouts organization, planning to attend camps with the Girl Scout troops in north Wales and London and assist with games. The royal family has traditionally been a supporter of the Scouts, and Queen Elizabeth serves as the association?s current president. The Duke of Kent, the queen?s cousin, is its patron.

?The Duchess also serves as a patron for the National Gallery, the organization Action Through Addiction, which helps those with a drug addiction and their loved ones, and the Art Room, a charity which attempts to help children?s self-image through art.

First the smart phone, now the smart home

We have all heard of the smartphone and any day now, most of us will have one. Not far behind: the smart home.

Writing in the latest issue of the journal Science, Washington State University's Diane Cook says it won't be long before our homes act as "intelligent agents" that use sensors and software to anticipate our needs and tend to tasks that improve our health, energy efficiency, even social media.

Many homes are already halfway there, with computer chips helping microwave popcorn, record TV shows, and turn on coffee makers and thermostats.

"If you have a programmable thermostat, you have the beginnings of a smart home," says Cook, a WSU professor of Electrical Engineering and Computer Science. "What we're trying to do is get the home to take over the job of programming it."

"We want your home as a whole to think about what you need and use the components in it to do the right thing," she says.

Cook has been applying artificial intelligence in test homes since coming to WSU in 2006. Sites around the Northwest, including 18 apartments in Seattle, already show that the technology can help monitor aging-in-place elderly residents and alert caregivers if they are not completing ordinary activities like rising, eating, bathing, and taking medications.

Similarly, homes can be designed to automatically regulate energy use, the source of nearly half a consumer's energy diet. Smart home technologies can run washers at off-peak times, turn off unneeded appliances and put out lights in empty rooms without residents having to make conscious choices. Many communities, including Pullman, are already testing such concepts through the use of smart meters.

While the smartphone lets people take their social media with them, the home could in effect act like a car's Bluetooth, facilitating hands-free conversation from any room. For that matter, says Cook, cameras would let residents "Skype from anywhere."

But while the technology is available, technologies like smart meters and in-home cameras raise privacy concerns for many Americans. The technologies, like so many others, face a classic challenge of being accepted and adopted, says Cook.

She has seen that in particular with the elderly participants in her studies.

"Ultimately," she says, "when people get a better understanding of what these technologies do and see a usefulness that counterbalances their skittishness, adoption will start. I'm guessing some technologies will gain momentum once they're starting to be used."

(AP) ? Concluding three days of fervent, public disagreement, a Supreme Court seemingly split over ideology will now wrestle in private about whether to strike down key parts or even all of President Barack Obama's historic health care law. The justices' decision, due this June, will affect the way virtually every American receives and pays for care.

The court wrapped up public arguments Wednesday on the overhaul, which is designed to extend health insurance to most of the 50 million Americans now without it. The first and biggest issue the justices must decide is whether the centerpiece of the law, the requirement that nearly all Americans carry insurance or pay a penalty, is constitutional.

Wednesday's argument time was unusual in that it assumed a negative answer to that central question. What should happen to other provisions, the justices and lawyers debated, if the court strikes down the requirement? If the justices are following their normal practice, they had not even met to take a preliminary vote in the case before all argument concluded.

Questions at the court this week days showed a strong ideological division between the liberal justices who seem inclined to uphold the law in its entirety and the conservative justices whose skepticism about Congress' power to force people to buy insurance suggests deep trouble for the insurance requirement, and possibly the entire law.

The divide on the court reflects a similar split in public opinion about the law, which Congress approved two years ago when Democrats controlled both houses. The justices' decision is sure to become a significant part of this year's presidential and congressional election campaigns, in which Republicans have relentlessly attacked the law.

Both liberal and conservative justices appeared on Wednesday to accept the administration's argument that at least two important insurance changes are so closely tied to the must-have-coverage requirement that they could not survive without it: provisions requiring insurers to cover people regardless of their existing medical problems and limiting how much those companies can charge in premiums based on a person's age or health.

Less clear was whether the court would conclude the entire law, with its hundreds of unrelated provisions, would have to be cast aside.

The justices also spent part of the day considering a challenge by 26 states to the expansion of the federal-state Medicaid program for low-income Americans ? an important feature which alone was expected to extend coverage to 15 million people and which no lower court has rejected.

Solicitor General Donald Verrilli Jr. took a few seconds at the end of the Medicaid argument to make a final plea for the court to uphold the entire law, which he said would "secure the blessings of liberty" for millions of Americans by providing them with affordable health care.

Verrilli told the court that Congress had made a policy decision to fight the high cost of medical care through the new law. "I would urge the court to respect that judgment," he said.

Paul Clement, the lawyer for the states challenging the law, retorted that it would be a strange definition of liberty to make people who may not want it buy health care insurance. And he called Congress' threat to cut all Medicaid funding from states that refuse to expand the program "a direct threat to our federalism."

Not since 2000, when the court resolved the Bush v. Gore dispute over Florida election returns that sealed George W. Bush's election as president has a Supreme Court case drawn so much attention.

In their questions Wednesday, liberal justices Sonia Sotomayor, Elena Kagan, Ruth Bader Ginsburg and Stephen Breyer took issue with Clement, who was asking that the Patient Protection and Affordable Care Act be tossed out in its entirety.

"What's wrong with leaving this in the hands of those who should be fixing this?" asked Sotomayor, referring to Congress.

Chief Justice John Roberts also spoke about parts of the law that "have nothing to do with any of the things we are" talking about.

For example, Ginsburg observed that the act deals with issues such as black lung disease.

"Why make Congress redo those?" she asked. "There are many things" that have "nothing to do with affordable health care."

But Clement said the court would be leaving "a hollow shell" if it decided to excise the several key provisions. "The rest of the law cannot stand," he contended.

Roberts and Justice Anthony Kennedy also asked hard questions of Deputy Solicitor General Edwin Kneedler that indicated they are at least considering Clement's arguments. Kneedler said that the only other provisions the court should kill in the event the mandate is stricken are the two that bar refusing coverage to sick people and limiting the charges to old or sick people.

Justice Antonin Scalia suggested many members of Congress might not have voted for the bill without the central provisions, and he said the court should not go through each and every page to sort out what stays and what goes.

"What happened to the Eighth Amendment?" Scalia asked, referring to the Constitution's ban on cruel and unusual punishment. "You really expect us to go through 2,700 pages?"

In the afternoon arguments, the liberal justices made clear they would vote to uphold the Medicaid expansion, for which the federal government would pay almost all the costs.

Justices Sotomayor, Kagan, Ginsburg and Breyer voiced strong disagreement with the states' contention that the expansion of the joint state-federal program would be unconstitutionally coercive.

"Why is a big gift from the federal government a matter of coercion?" Kagan asked.

Even Roberts joined his liberal colleagues in questioning Clement about the states' argument that that the expansion comes with too many strings.

"Well, why isn't that a consequence of how willing they have been since the New Deal to take the federal government's money? And it seems to me that they have compromised their status as independent sovereigns because they are so dependent on what the federal government has done, they should not be surprised that the federal government having attached the ? they tied the strings, they shouldn't be surprised if the federal government isn't going to start pulling them," Roberts said.

A colorful assembly of demonstrators sounded off pro and con outside the marble court building all three days, though Wednesday's crowd was the smallest.

Supporters of the law held a morning news conference to stress the importance of Medicaid. And, marching on the sidewalk outside the court, they repeated chants they had used the previous two days, including "Ho, ho, hey, hey, Obamacare is here to stay." Most of their group departed not long after arguments began inside.

Opponents of the law, including Susan Clark of Santa Monica, Calif., also stood outside the court. Clark, who was wearing a three-cornered colonial-style hat, carried a sign that read "Obamacare a disaster in every way!"

"Freedom, yes. Obamacare, no," other opponents chanted.

Characteristics of boys? school graduates

Having previously looked at rumours about girls? schools, here we have goo Ranking looking at the characteristics of men educated in boys? schools.

Demographics

Between the 17th and 18th of January 2012 1,048 members of the goo Research online monitor group completed a private internet-based questionnaire. 61.6% of the sample were female, 12.3% in their teens, 15.6% in their twenties, 27.9% in their thirties, 25.8% in their forties, 9.5% in their fifties, and 8.9% in their sixties. Note that the score in the results refers to the relative number of votes for each option, not a percentage of the total sample. This survey was presumably for the women only.

Looking at the list, I must have gone to a boys? school! Except for number 20, I hasten to add.

I don?t know much at all about Japanese boys school, although I do have a very strong image about British boys? schools, which tend to be public boarding schools that foster a lot of number 4 in particular, if you catch my drift.

    What I found especially interesting was that the effects of standardized testing are not only evident at elementary and secondary schools, but also at colleges (as mentioned in the second citation) and also that it contains countless side effects mainly resulting from the high stakes these tests present affecting schools, staff, and students.?

    Cash-for-access scandal leaves UK leader reeling

    Video aired over the weekend shows Conservative Party fundraiser Peter Cruddas, pictured above in 2005, telling undercover reporters: "200 grand ($317,000), 250 is premier league ... it'll be awesome for your business."

    LONDON -- The government of British Prime Minister David Cameron was reeling on Monday after a video emerged showing his Conservative Party's top fundraiser claiming to offer access to senior politicians in exchange for large donations.

    In a sting operation, The Sunday Times (the newspaper operates behind a paywall) secretly videotaped fundraiser Peter Cruddas? discussing donations. The film showed him telling undercover reporters: "200 grand ($317,000), 250 is premier league ... it'll be awesome for your business."


    If donors met Cameron, Cruddas claimed in the recording, "within that room, everything is confidential and you will be able to ask him practically any question that you want."

    'We will listen to you'
    He suggested they could even influence party policy, saying: "If you are unhappy about something, we will listen to you and we will put it into the policy committee at (the prime minister's official residence)."

    In an interview with NBC's Brian Williams, Prime Minister David Cameron of Britain expressed the need to continue placing 'massive pressure' on Iran without resorting to military action.

    Cameron responded by saying Cruddas' actions had been "completely unacceptable." Cruddas, a millionaire, resigned within hours of the report.

    Obama, Cameron stand in united front

    Cruddas made the remarks to two journalists he thought were international financiers and who were accompanied by a lobbyist.

    Prime Minister David Cameron of Britain and President Barack Obama have a personal bond that helps define their working relationship. NBC's Andrea Mitchell reports.

    "Because we depend on donors so much we have to be careful" to show "you cannot buy access," he said according to The Sunday Times. But, he told the undercover reporters, if you donate "you could well be at a private house having a private dinner with?George Osborne, David Cameron, William Hague, the chairman around the table."

    Osborne, the cabinet minister in charge of economic and financial matters, and Foreign Minister William Hague are both members of Cameron's center-right Conservative Party, which leads the governing coalition alongside the Liberal Democrats.

    Embarrassing
    The funding issue is embarrassing for Cameron, who promised before coming to power in May 2010 to curb corporate lobbying, saying it was the "next big scandal waiting to happen."

    Following the report, Cameron admitted he had used his official home at 10 Downing Street to host dinners for Conservative donors.

    Before David Cameron embarked on his trip to the United States, Brian Williams sat down with Britain's youngest prime minister in two centuries. Cameron talked about his relationship with President Obama, the war in Afghanistan and even Meryl Streep's portrayal of Margaret Thatcher in Iron Lady.     The scandal threatened to undo Cameron's efforts to shake off his party's image of being too close to the interests of business and the rich as Britain undergoes an austerity program to cut its budget deficit.

    "This is not the way that we raise money in the Conservative party, it should not have happened," said Cameron. "I will make sure that there is a proper party inquiry to make sure this can't happen again."

    While there were also tax cuts for lower earners, the government's recent budget went down badly with many Britons, giving the impression the government was looking after the wealthy and cared little for those suffering rising unemployment and falling incomes as the economy struggles to recover from recession.

    Despite mounting pressure after the recent civilian killings in Afghanistan, President Barack Obama and Prime Minister David Cameron of Britain reaffirmed their plans to slowly dial back their military presence. NBC's Kristen Welker reports.

    Previous attempts to reform the political funding system have foundered on the Conservatives' reluctance to cap donations from wealthy individuals and the opposition Labour Party's desire to avoid limits on contributions from unions.?

    New look-alike species may muddy the water for an endangered hammerhead

    Identity confusion between a new, yet unnamed shark species, originally discovered off the eastern United States by Nova Southeastern University Oceanographic Center (NSU-OC) researchers, and its look-alike cousinthe endangered scalloped hammerhead sharkmay threaten the survival of both species.

    According to an April 2012 article in the scientific journal Marine Biology, the new look-alike hammerhead species has now been discovered more than 4,300 miles away near the coast of southern Brazil. This confirms that the original finding was not a local oddity and the new species is much wider spread. The look-alike species may face the same fishery pressures as the real scalloped hammerhead, which is being fished unsustainably for its highly prized fins.

    "It's a classic case of long-standing species misidentification that not only casts further uncertainty on the status of the real scalloped hammerhead but also raises concerns about the population status of this new species," says professor Mahmood Shivji, Ph.D., who oversaw the new research at the NSU-OC's Save Our Seas Shark Center USA and Guy Harvey Research Institute.

    Tens of millions of sharks are being killed for their fins and meat worldwide, resulting in dramatic reductions in shark populations and concerns about the broad scale negative impacts to ocean ecosystems. This has prompted international protection and other management efforts to reduce the unsustainable slaughter of sharks.

    "It's very important to officially recognize, name and learn more about this new hammerhead species and the condition of its populations through systematic surveys," Shivji says. "Without management intervention to curtail its inadvertent killing, we run the risk that overfishing could eradicate an entire shark species before its existence is even properly acknowledged."

    Shivji's team first discovered the new hammerhead species in 2005 when examining the DNA of sharks thought to be scalloped hammerheads based on their physical appearance. A research team from the University of South Carolina independently confirmed the existence of the new species in 2006.

    Combining genetic assessments of NSU and South Carolina researchers shows that at least 7 percent of the sharks in U.S. waters originally thought to be scalloped hammerheads turned out to be the new species. This means that the population of the endangered real scalloped hammerhead in U.S. waters is probably smaller than originally thought.

    The status of the scalloped hammerhead (Sphyrna lewini) is currently under review by the U.S. National Marine Fisheries Service to determine if it warrants listing as threatened or endangered under the U.S. Endangered Species Act. It's already on the red list of endangered species of the International Union for Conservation of Nature and Natural Resources (IUCN). The new species is on neither list.

    "We hope that during this important scalloped hammerhead status review, the new look-alike species will be recognized, and possible impacts of historical mix-ups between the two species on past scalloped hammerhead stock assessments will be considered," says Shivji.

    According to Danillo Pinhal, Ph.D., an assistant professor at the UNESP-So Paulo State University in Brazil who performed the lab work as a visiting graduate student in Shivji's laboratory in 2009, "the finding of this species all the way down in Brazilian waters, where hammerhead sharks are heavily fished, raises concerns about the population status of both species not just in U.S. waters but throughout the western Atlantic. It's an international issue now and it's essential that further research on this new species be conducted in Brazilian waters."

    Other than differences in their DNA, the two shark species also differ in their number of vertebrae. The new look-alike species has approximately 20 fewer vertebrae than the scalloped hammerhead, in the range of 170 vs. 190. An analysis of the DNA suggests that the new species and the scalloped hammerhead separated from each other approximately 4.5 million years ago, a surprisingly long time given how similar they look externally.

    There are three well-documented species of large hammerhead sharks (scalloped, great and smooth hammerheads), and their fins have high value in the international shark fin trade. The finding of this new hammerhead now brings the total to four large species with this unique hammerhead shape.

    Hammerheads and other large sharks have been overfished for years. Scientists are concerned that further reductions in their numbers and biodiversity may irreversibly alter the ocean's intricate food web and upset ecosystem balance. For example, a high-profile study has shown that the large reduction of sharks off the U.S. East Coast is associated with a huge increase in the population of one of their prey --- the cownose ray --- which in turn has then been responsible for overeating the bay scallop, dramatically reducing the supply of scallops for the fishing industry.
